The thing that sucks about the Leopan ships is the same thing that makes them fun to play - armor systems. A Leopan deck must have three T7 Nebula - Leopan Nebula cards so that armor systems can be repaired. If your deck is heavy on big cards you might even consider putting one into your reserve fleet. You also want to look for reaction cards that can save your ships without requiring you to activate the armor system: An excellent choice would be R/L3 Unlucky Targetting which halves the volley; you can then activate the armor system to reduce the damage even further if necessary.

With the advent of Galactic Invaders Leopan decks can have a lot fun "borrowing" things from opponents: resource points, equipment and crew can all be stolen and used by a Leopan player. With this design the Indirigan Vicious Six tribe is useful for its ability to engage ships by stealing resource points. If you go with this strategy, consider using either the Bolaar or Vektreans as your minor empire to get their built-in ability to adapt foreign technology.
