The New Empires Common sheet contained two copies of each of the 50 Common cards. The Basic Deck C was composed entirely of one copy of each of the 50 Commons, so the sheet could be cut into two Starters or packed into Boosters as needed.

Note that the depicted Print Sheets are just example layouts. I don't know what the actual card layout of these sheets were. In fact, the actual layout was likely more randomized to make it easier to pack boosters.
